Ribbon Cutting Celebrating Salvation Army’s Railton Residence

A new community resource in Rochester will provide a permanent place to stay for individuals who are chronically homeless. The Salvation Army, along with the Mayor of Rochester, and project stakeholders—including Hamilton Sterns’ project executive, David Collins—cut the ribbon on the Railton Residence on March 21, 2024, unveiling supportive housing for impoverished individuals in Monroe County. The project was named after George Scott Railton, who first brought The Salvation Army to New York State.

Hamilton Stern Construction was proud to be named as the general contractor on this project. Working with The Salvation Army, Hanlon Architects, and the project team, the second and third floors of the building, located on Liberty Pole Way in Rochester, were transformed into seven modern studio apartment-style units within a project schedule of six months. This included all demolition, metal framing, drywall, finishes, fire protection, plumbing, HVAC, and electric and having to convert an existing roof patio into a unit.

One of the more unique challenges we faced on this project was when we went to uncover the existing exterior roof terrace, which was to become a new unit, we found that it was decayed and not suitable for the build out that was scoped. We worked with an engineer to develop a structural reinforcement solution that would still allow us to build the unit. While this did cause schedule and logistical challenges, requiring us to work in the gym ceiling below the unit, we completed the project within the expected timeline.

As a value add, because of how the Salvation Army’s buildings structures and systems are tied together, we had the opportunity to offer input on how to correct potential issues or make upgrades to additional spaces and existing systems in the complex. We also offered options to help the organization devise a master plan of future projects they want to complete.

The Salvation Army operates two emergency shelters in Rochester. The Railton Residence will serve as a natural extension to these programs. According to the Salvation Army, the goal of permanent supportive housing is to help those who experience chronic homelessness to stay housed, get healthy, and reconnect to the community.
